Lynda’s colleague’s eyebrows shot up in surprise as the implications became clear.

“Our investigation has revealed that Macauley was the executive responsible for overseeing that particular project,” Lynda explained. “He was also the person who made the decision to break the contract into smaller pieces, which is exactly what allowed a small business like Vivian’s to qualify for consideration in the first place.”

Her colleague nodded slowly as he processed this information. “So if we work backward from what we know now, are you suggesting that Macauley was deliberately creating opportunities for Vivian even back then?”

“It seems highly probable,” Lynda confirmed.
